As the councillor points out hanging baskets have not been banned. Businesses and individuals can still put up hanging baskets it is just that the council is trying a 'pilot' scheme to try out alternatives.

Reporting has been hampered by Britain's draconian libel laws and the prospect of an incoming Labour government co-opting the Edwards case to impose state control of the Press.
