It looks like she is some kind of influencer. Lots of the tabloids now seem to be using influencer generated copy to pad out their web pages. The Mirror have made lots of journalists redundant yet today they were advertising for people who will essential be searching for stuff on social media and passing it off as news.

It does sound strange, not least that he could just have left it on his own property, but councils using private companies to enforce by-laws is not on.
