Interesting article in the Guardian where a local independent councillor claims that the attacks on the councils policy are just a political stunt.

As the councillor points out hanging baskets have not been banned. Businesses and individuals can still put up hanging baskets it is just that the council is trying a 'pilot' scheme to try out alternatives.

Eh? It's a lot more simple than that. Newspapers shouldn't print accusations of criminality about someone who hasn't committed a crime. That's what the issue is here.
