The comments have been revealed in his evidence to the Covid inquiry.
Wales' first minister had been frustrated at the number of meetings he had with the Westminster government.
But Mr Johnson feared working closely with first ministers could make the UK look like a "mini-EU of four nations".

There was a UK dimension and an England dimension to the Westminster response because of the dual status of Westminster. So an argument can certainly be made for anothe veryr senior minister to attend wearing an England hat (maybe a bobbly). Provided the devolved government heads have proper input to the UK PM, that's fine, I think.

But to refuse it because it might make the first ministers look too important is pathetic.
