As Sunder Katwala has shown, ethnicity as a condition of nationality is a very unpopular position. This is almost entirely an "illiberal elite" thing to be pushing, whereas there's no doubt a sizable constituency for "no more asylum" or whatever.

Why the distinction between English and British? The logical conclusion is that the England rugby union captain isn't English, but he's OK for the Lions. But I suppose he's better off than Jude Bellingham who can only play representative football in the Olympics.

When I lived in that London during the 90s, I noticed (around the time of Euro 96, not unco-incidentally) amongst my black friends a gradual switch from describing themselves as Black British to English. They themselves had regarded 'English' to be a racial description and 'British' to be more cultural, but I think the positivity around the England football team in particular and the optimism of the coming Blair years softened this distinction markedly.
This is all anecdotal, obviously, and I was moving in junior professional circles in Sarf East Lun'en, so that has to be taken into account.

Burrble's last line "Keep English for the White English" is most unfortunate.

In isolation it sounds like one of those secret passwords like "The 14 words", "88" and others.
It could easily become a white supremacist slogan.
A real faux-pas for somebody attempting to portray as sensible and professional.

Maybe the plan is to get cancelled form the day job.
Follow Jordan Peterson, Matthew Goodwin and other anti-wokes onto the grift circuit.

A lot less work for more money than the old Headmistressing lark.
