I believe it's called sealioning - what he's aiming to do (and succeeding) is crowd out the space. If he's talking about a bias only he perceives (or for that matter anything), the crucial thing is that he's denying anyone else airtime. Same as the stalling technique in interviews - run down the clock and get out.

Personally, if you asked me a decade ago what a UKIP led government in Westminster would have done, would what the current Conservative government have already done been much different to what any of us would have expected from UKIP in 2013? I don't think the difference would have been too vast IMO.
