Just looking at that article.
The Cabinet Office froze the procurement cards last month. Ministers had become alarmed at their use after spending on them rocketed by 400 per cent in just four years
Is there any reason civil servants were spending less on legitimate expenses like taxis and meals in 2020/2021?

As any quick scan of the tabloid press will confirm, anything a step up from water and gruel can be considered 'posh', if you want to sneer at someone.
If they went to Maccy D's, that would be posh. If they got a Greggs sandwich, that'd be posh too. If they were licking shit off the cobbles, it would be described as a posh London street, frequented by many celebrities with big tits and here are some unnecessary pictures of them.

The journalist who wrote the story just happens to be the partner of former Tory Party chairman Richard Holden, the bloke who was happy to defend all Johnson's excessive spending when he was prime minister.
Whilst I would agree that Five Guys is expensive it is probably not that expensive compared to most food outlets in central London.

What's s junior civil servant's overnight allowance - £25 or thereabouts? That's a Tesco mesl deal lunch and Nando's or Five Guys with what's left. The people making this rubbish up really are desperate.

I remember getting sent to remote sites on public sector gigs.
Having a breakfast allowance of around a fiver when the hotel was charging £15.
You'd meet the other public sector delegates queueing at the Tesco Metro grabbing a cheeky early morning meal deal.
We did go to Five Guys once - #1 son's request on his 18th birthday.
We adults found the burgers unremarkable.
Highlight was the polish waitress making a pot of tea for his Grandma.
(You don't get that an Maccie-D's).
She also always mispronounces the name as "Five Gays" - how we laughed.
I have several Louis Jordan records, and his will always be the original Five Guys.
