Anyway, why is he so sure about this? Did the Regency rakes in his cartoon history world have small c cultural values?

How are the educated middle classes the elite, aren’t they middle class? And when did they gain control of means of production, distribution and exchange? As economic leftists like me and Matt define the elite.
