IDS has spent all those years in politics without ever discovering bureaucrats don't do anything off their own bat. If the bureaucrats*have* fucked things up it's only because they were following government instructions.
So, Mr Smith, who's to blame here? The bureaucrats? Or their political taskmasters who told them what to do?

No, you don't understand. All the world needs is titans like IDS to do everything by themselves, because the world is a simple as 'pull this lever and things happen'.

This stuff is war on two fronts. Not the obvious and rather pathetic defence of poor performance by his party. But also a more active one where chunks of the civil service get replaced by Policy Exchange.

FRANCE THREATS UNITED KINGDOM WITH SANCTIONS FOR FISHING BOATS
France threatens sanctions against the United Kingdom as smaller French fishing boats are no longer welcome in British fishing waters. London announced on Wednesday that only 12 of the 47 French fishing requests from vessels up to 12 meters have been honored so far.
Fishing rights are politically ultra sensitive on both sides of the Channel. For the summer, British and French frigates sail in the waters around Jersey and Guernsey to keep the peace. Due to Brexit, French fishermen now have to request permission to sail in British waters. Of the smaller boats, London has approved a quarter of those applications. Paris thinks far too little. If London does not come up with more, France will consider less energy supplies to the United Kingdom. For the larger boats, London was more generous: a total of approximately 1,600 French boats are welcome.
