True, the term was used by Liam Byrne in about 2007, but on a pretty theoretical level.
Gove said "under a Labour home secretary". Under. He could argue that means that it was cooked up at any point between 1997 and 2010, in CCHQ/Tufton Street. Like "under Johnson's tenure as mayor, London hosted the Olympics", or "after the Dominican Republic joined the Allies, Nazi Germany was defeated". Technically true, but implying that one was responsible for the other.

Michael Gove was secretly involved in the process through which a PPE company linked to the Tory peer Michelle Mone secured huge government contracts, according to newly released documents that show private emails being used for government business.
The correspondence threatens to embroil Gove in the deepening controversy surrounding PPE Medpro, the company awarded government contracts worth £203m after it was referred to the “high-priority lane” for well connected companies.
They will also add to the growing scepticism over Lady Mone’s repeated insistence that she was not involved with the company, and cast further doubt on statements made on her behalf by her lawyers. Her relationship to PPE Medpro is under investigation by the House of Lords commissioner for standards.

I must admit to being a stranger to the effects of the Colombian Marching Powder, but I would be happy to take the opinion of others - is he really off his tits? I'm more used to the excitable stage. His LBC interview with Ferrarrrarrri was equally bad in an um, aah, umm, err waffle way.

Any habitual drug user using at that time of the morning is doing so in order that they might be able to function, so I think that it is more a case of him trying to seize the opportunity to prove that he is human - and missing spectacularly.
All that fidgeting? I would put that down to cum congealing on the inside of his upper thigh.

I’m also not convinced he’s off his face so much as now well aware he will never be leader, but also knows where all the bodies are buried so can’t be booted out of his cushy non-job, so simply doesn’t give a shit.
He reminds me of someone a few months from retirement or a locked-in job change not giving two hoots what he says in meetings or to senior people because he’s done soon anyway.

Interviewed a Tory minister in the 90s with eyes like saucers and it was 10.00am. He’d had more than a bacon sarnie for a pick me up. Gove’s an irritating dweeb when he’s straight.
