Trump isn't the first POTUS to moan about low European defence spending but not too much. You get to call the tune and the US needed European bases post Cold War for their proximity to the Middle East.
And most importantly the Europeans buy US kit off the shelf. The Europeans will want more back for their constituents to justify higher defence spending and this is one aspect of industrial policy they can control.

It’s because they’d like us to be Little America and always have - plenty of guns, militarised police, no worker’s rights, society with an overbearing right-wing Christian-slanted mindset, minimal oversight, minimal taxation, a ‘class’ system based entirely around personal wealth (with the less well off effectively forced to tug the forelock of the rich, as otherwise their jobs are forfeit) and practically zero public services (inc., of course, healthcare). And by remarkable coincidence it’s this sort of system where they would have the most power, influence, quality of life and prospects. Funny that.

President Donald Trump has criticised Volodymyr Zelenskyy, saying he was “disappointed” that the Ukrainian leader complained about being left out of talks between the US and Russia over ending the Ukraine war.

Trump also seemed to blame Kyiv for Moscow’s invasion – even as he said he was more confident of a deal to end the war after US-Russia talks – claiming Ukraine could have “made a deal” to avert war.

“I’m very disappointed, I hear that they’re upset about not having a seat [at the talks],” Trump told reporters at his Mar-a-Lago resort in Florida when asked about the Ukrainian reaction. The US president said a “half baked” negotiator could have secured a settlement years ago “without the loss of much land”.

“Today I heard, ‘oh, well, we weren’t invited.’ Well, you’ve been there for three years ... You should have never started it. You could have made a deal,” he said...

Think of it, a modestly successful comedian, Volodymyr Zelenskyy, talked the United States of America into spending $350 Billion Dollars, to go into a War that couldn’t be won, that never had to start, but a War that he, without the U.S. and “TRUMP,” will never be able to settle. The United States has spent $200 Billion Dollars more than Europe, and Europe’s money is guaranteed, while the United States will get nothing back. Why didn’t Sleepy Joe Biden demand Equalization, in that this War is far more important to Europe than it is to us — We have a big, beautiful Ocean as separation.
