The early appointments are good for busy people, who can have their teeth checked and go into work and do a full or near full working day. Why subsidize people with time on their hands to take those early appointments?

Don't know. But UKIP only got 8.1% in 2015, and a few more citizens of nowhere have replaced old Kippers since then, and I doubt too many are growing into old Kipperdom either. So the Reform demographic won't be very high, and they don't seem to have built any profile for their candidate. I had to look up who it was (Howard Cox, who doesn't even have a wiki page).

This is a good point. I'm no fan of the "stop running down Britain" school of arguing that seeks to deflect criticism of Brexit or whatever, but "London is the crime capital of the world" is way over any sort of reasonable line. I thought it was bad when Jeff Sessions claimed that crime under Obama was at a record high (not even close), but this effort by the Tories limboed under even that standard.
