High Wycombe has a surprisingly large ethnic minority population. So there may be some calculation in this, though I recall that some time ago he praised David Lammy's report on criminal justice, so it could also be entirely genuine.

Steve Baker has been conciliatory towards Remainers before and admitted being taken aback by the strength of anti Brexit feeling in High Wycombe (growing younger commuter population). Reaching out to the other side is what you do after a bitterly divided referendum. Baker’s remarks stood out as he’s the only Brexiter I’ve heard adopt a sympathetic tone. To be fair, fucked if I would if Remain won.

Is it not also possible that praising Lammy was also a calculation?
